Notice of the need to submit the TRANSACTION ID and TAX PAYER’S NUMBER for the Cameroon BESC application -2017

Hi,dear customers!

From January 1, 2017, the application for Cameroon electronic tracker, must provide the TRANSACTION ID and TAX PAYER’S NUMBER, otherwise the original can not be issued.

This number should be provided by the consignee at the port of destination. This number is required for all orders, except for used vehicles.

Example: Transaction ID No: PR000236 (eight characters) Tax Payer’s No: M010700021805Q (fourteen characters)

Note that the following two types of conditions do not need to provide Transaction ID, other circumstances need to provide:

1-2016-12-15 before the application of the SGS orders

2 – SGS-exempted orders

Your consignee may inquire about this new requirement. And may forward the following notice in English to the consignee at the port of destination:

“The transaction number requested for the establishment of the ECTN results from a new procedure in force in Cameroon at the level of the Single Window in place.

Any importer wishing to make a shipment must first obtain this transaction number free of charge by creating a tracking record of his shipment at Douala. Once this procedure is done, a transaction number (PRxxxxxx) is generated and the importer must communicate it to the shipper for the establishment of the ECTN in order to link it to its record previously created in Douala.

The procedure being new, shippers who are confused must simply call their correspondent in Douala to ask them for the transaction number associated with their shipment.

The importer will be able to approach the Single Window at the port of Douala to obtain this number quickly.

Shippers should understand that without this transaction number they can not clear their goods in Douala.

So if they do not make the effort to ask it quickly to do the BESC they will have difficulties in Douala.

For all expeditions of used vehicles , the number of transaction will not be required to the shipper because a default number will be informed for all these cases in the system.“

Implement of the ECTN in Libya.

By signing the contract with the Minister of Finance and the director of Customs of the State of Libya assigned the issuance and management of the ECTN for Libya to the FOREMOST LINE HK LTD.

For all shipments to and from Libya (transit cargo included), the shipper or his forwarder are required to issue an ECTN in the port of loading and submit it to FOREMOST for validation.

Each Bill of Lading must be covered by at least one ECTN and its unique number needs to be inserted in the Bill of Lading and Cargo Manifest under penalty of fines for the shipping line.

The ECTN must be issued and validated at the loading port and are elemental for the import custom clearance upon arrival.

Cargoes not covered by a valid ECTN will not be cleared through the local Customs until presentation of the final ECTN and appropriate fines will be charged.

This new regulation takes effect as from October 1st 2015 (date of Bill of Lading).

Postpone for the Implementation of the Advance Shipment Information in Ghana.

Following the Notification of the Ghana Shippers’ Authority of 26th March 2015, the implementation of the Advance Shipment Information (ASHI) is being postponed until the ASHI has been successfully integrated in the Single Window system operated by FOREMOST.

In anticipation of a new implementation date, the ASHI application for Ghana on the FOREMOST website will temporarily be closed. Registration of new users, however, will still be possible.

FOREMOST launches Electronic Cargo Tracking Note for Burundi.

FOREMOST informs the trade that in accordance with the Ministerial Ordinance N° 540/409 dated 18/3/2014 the Electronic Cargo Tracking Note (ECTN) is now mandatory for all shipments to Burundi as from April 1st 2014 (date of Bill of Lading).

Agents are invited to register at FOREMOST on its site www.ectn.hk and to credit their electronic account.

ECTN numbers have to be mentioned imperatively on the Bills of Lading and manifests.

The ECTN has to be issued at the loading port – any regularization at destination is impossible.

Cargoes arriving without ECTN will be blocked pending regularization by FOREMOST and shippers/importers/shipping lines risk penalties as defined by the Ministry of Finance of Burundi.

T.P.A. postpones the implementation of the ECTN in Tanzania.

For technical reasons, related to the integration of the ECTN to the T.P.A. Terminal Operating System, Tanzania Ports Authority has decided to postpone the implementation of the ECTN until further notice.

FOREMOST launches Electronic Cargo Tracking Note for Chad.

FOREMOST informs the trade that in accordance with the Ministerial Decree N° 145/MTAC/SG/2013 dated 18/1/2013 the Electronic Cargo Tracking Note (ECTN) is now mandatory for all shipments to Chad.

The Ministry of Transport and Civil Aviation through the Shipper’s Council of Chad (C.C.T.) appoint FOREMOST as its worldwide agent for the management and validation of ECTN.

Agent is invited to register at FOREMOST on its website www.ectn.hk and to credit their electronic accounts.
