关于喀麦隆BESC申请需要提交TRANSACTION ID和TAX PAYER’S NUMBER的通知-2017

各位尊敬的客户，您好！

由2017年1月1日起，凡申请喀麦隆电子跟踪单，必须提供TRANSACTION ID和TAX PAYER’S NUMBER，否则无法签发正本。

此号码应由目的港收货人提供。所有单子都必须提供此号码，除了二手车辆可不提供。

例子：Transaction ID No: PR000236 （八个字符）Tax Payer’s No: M010700021805Q （十四个字符）

注意，以下2类情况暂时不需要提供Transaction ID，其他情况都需要提供：

1-2016-12-15前申请了SGS的订单

2-属于SGS豁免的订单

贵司可向收货人查询有关这项新的要求。并可将以下英文通知转发给目的港收货人：

“The transaction number requested for the establishment of the ECTN results from a new procedure in force in Cameroon at the level of the Single Window in place.

Any importer wishing to make a shipment must first obtain this transaction number free of charge by creating a tracking record of his shipment at Douala. Once this procedure is done, a transaction number (PRxxxxxx) is generated and the importer must communicate it to the shipper for the establishment of the ECTN in order to link it to its record previously created in Douala.

The procedure being new, shippers who are confused must simply call their correspondent in Douala to ask them for the transaction number associated with their shipment.

The importer will be able to approach the Single Window at the port of Douala to obtain this number quickly.

Shippers should understand that without this transaction number they can not clear their goods in Douala.

So if they do not make the effort to ask it quickly to do the BESC they will have difficulties in Douala.

For all expeditions of used vehicles , the number of transaction will not be required to the shipper because a default number will be informed for all these cases in the system.“

利比亚正式执行ECTN认证项目的通知

FOREMOST LINE HK与利比亚财政部和利比亚海关总署达成协议，被授权负责签发利比亚ECTN证书并执行该项目的委托管理。

对于所有发往和来自利比亚的货物（包括转运货物）发货人或其承运代理人被要求必须在装货港口申请并办理ECTN，并同时提交给FOREMOST进行最终批复。

每份提单必须至少包含一个ECTN，并且对应的ECTN号码必须显示在提单和货物舱单上，否则将面临高额罚金。

ECTN必须在装货港口完成办理，它也是货物抵达时进口清关的必要条件。

没有申请和办理ECTN的货物，将无法通过当地海关的核查并顺利清关。未按时完成办理的货物必须补办ECTN才能完成清关，但会面临一定的政府罚金。

此规定自2015年10月1日（提单日期）起生效。

请代理人在FOREMOST网站www.ectn.hk注册，或使用现有的用户名和密码登录，以便完成ECTN的申办。

加纳ASHI电子货物跟踪单项目推迟执行的通知

根据2015年3月26日加纳港务局的通知，预先装运信息（ASHI）的实施正在推迟，直到ASHI成功地集成到FOREMOST运行的单窗口出证系统中。

在新的项目实施日期出来之前，加纳ASHI在FOREMOST网站上的申请将暂时关闭。 但是，新用户的注册仍然是可能的。

加纳港务局（G.S.A.）正式在加纳实施电子货物跟踪单认证项目（ASHI）

根据加纳港务局（G.S.A.）条例LI 2190，电子货物跟踪单项目（ASHI）将在加纳实施。

从2015年3月1日（提单日期）起，所有到达加纳的货物，包括转运货物，都必须办理电子货物跟踪单（ASHI）。

G.S.A. 已经与FOREMOST达成合作协议，将通过其官方网站www.ectn.hk及其国际代理网络在全球范围内提供ASHI签证服务。

航公司必须将ASHI号码显示在提单和货物舱单上，否则将面临一定的罚金处罚。

已批复生效的ASHI证书是加纳港口（转运）清关的强制性文件。

FOREMOST公告，根据2014年3月18日布隆迪政府颁布的N°540/409号部长条例，从2014年4月1日（提单日期）起，所有出口到布隆迪的货物，都必须强制办理电子货物跟踪ECTN。

代理商可在FOREMOST的官方网站www.ectn.hk注册，并信用背书对应的电子帐户。

ECTN号码必须在提单和舱单上显示。

ECTN必须在装货港口申请和办理，任何在目的地的申请和办理是无法完成的。

未办理ECTN的货物在到港口后将被FOREMOST锁定，同时发货人/进口商/航运公司将遭到布隆迪财政部的罚金处罚。

坦桑尼亚港务局（T.P.A.）正式在坦桑尼亚执行电子货物跟踪项目

根据坦桑尼亚港务局（TPA）的决定，自2013年9月1日起，所有进入该国的进口货物，包括转运货物都必须申请和办理电子货物跟踪，项目执行日期以提单日期为准。

T.P.A. 已与FOREMOST开展合作，并通过其网站www.ectn.hk及其国际代理网络在全球范围内提供ECTN。

船运货物必须将对应的ECTN号码显示在提单上，否则将可能导致一定的政府罚金。

已批复生效的ECTN证书在坦桑尼亚港口（过境）已经成为强制性清关文件。

FOREMOST推出乍得的电子货物跟踪签证服务

FOREMOST通告，根据2013年1月18日的乍得政府第145 / MTAC / SG / 2013号部长令，所有出口到乍得的货物都必须申请和办理电子货物跟踪单（ECTN）。

运输和民航部通过乍得托运人理事会（C.C.T.）指定FOREMOST作为其ECTN签证和项目管理的全球代理。
